The Vietnamese Government’s actions violate the International Covenant on Civil and Political Rights,
to which Vietnam is a party. The Covenant says that “no one shall be subjected to arbitrary arrest or
detention” (Article 9) and that “everyone shall have the right to freedom of expression” (Article 19)
